VTIs AND THE INFORMAL ECONOMY


There is no doubt that training has a fundamental role as an instrument to promote decent work. At the same time, if the informal economy is seen as decent work deficit, it reinforces the need to articulate training and employment policies for the informal economy.

The changes that have occurred in the world's economy pose new challenges to training. The needs of the population to attain a higher educational level in order to access higher quality jobs have required changes in the understanding of training and the way in which it is provided by the Vocational Training Institutions (VTIs) of the region.

In this sense, many VTIs have been introducing changes in their training plans and programmes, according to a competency-based approach which enables to improve the quality of training of human resources of the different productive sectors of the country. Settling agreements and joint plans with employers' and workers' organisations with public administrations and governments as well as other civil society organisations often takes place as a way of achieving more and improved-quality jobs.

This section offers a space to collect documents, successful experiences and good practices, plans and programmes taken up by VTIs as well as the changes that these institutions have been implementing in order to contribute to the reduction of the informal economy in our countries.
