Abstract
Programme's Objectives
The general objective of the programme is to promote
an active employment policy in the field of training. This policy is
intended to increase the quality of women´s labour supply according
to the requirements of the labour market regarding new competences.
The specific objectives are:
1. To enable women in the Programme to develop skills to face all kind
of situations within the labour setting.
2. To enable women in the Programme:
a. To develop an attitude of appropriation of the
training process as well as a commitment to continuing it due to the
accelerated process of skill obsolescence.
b. To develop positive attitude towards permanent change and self-generation
of alternative job opportunities.
3. To increase employability of women in the Programme
as well as to enable participants to design their own training project.
A labour or occupational project is the set of co-ordinated actions
that an individual defines, plans, execute, revise and planifies in
order to entry the labour market. It involves an objective, a self-diagnosis
and the planification of the steps ahead. The Programme will develop
training activities regarding gender and transversal competences in
order to accompany this process.
4. To enable participants to develop their vocational training process
according to their individual characteristics, potential capabilities
and labour market demands.
5. To achieve the entry into working life of 30% of the participants
of each of the vocational training courses and to improve the employability
of 50% of all participants in the Programme.
6. To transfer methodology and relevant experience to the DINAE so that
it can be included in employment and training policies.
7. To generate inputs and learning on gender perspectives in order to
incorporate them in the active employment policies that the DINAE-JUNAE
system develops in the country as well as to technically stregthen the
Vocational Training Centres.
Institutional framework of the Programme
- The Co-ordination Unit of the Programme is in charge
of the direction and co-ordination of the Programme and also participates
in the evaluation of it. This Unit is composed by a working group
proposed by the DINAE and supported by the JUNAE and is followed up
by representatives of the employers and workers.
- According to the agreement signed by the DINAE and
endorsed by the JUNAE, Cinterfor/ILO is the central office of the
Programme that offers technical and methodological assistance in the
design and management of the Programme. Cinterfor/ILO transfers methodologies,
strategies, teaching and training materials as well as learned lessons,
specifically those acquired in the framework of the Regional Programme
for the strengthen of technical and vocational training of low-income
women - FORMUJER. This programme was co-financed by IADB and executed
by the Ministerio de Trabajo, Empleo y Formación de recursos
humanos of Argentina, the INFOCAL of Bolivia and the INA of Costa
Rica.
- The local Council in each department of the country
promotes the insertion of the Programme acting as the link between
the local agents and the potential beneficiaries of the programme
according to the agreements that have been established.
- The Technical Multidisciplinary Teams and the Vocational
Training Centres that are selected will execute under the supervision
of the Co-ordination Unit the different stages of the Programme in
order to accomplish the objectives established in the call and the
agreements.
- The Programme is financed by the Fondo de Reconversión
Laboral (Retraining Fund) of Uruguay administrated by the JUNAE.
General Features of the Programme
This is a pilot programme which seeks to generate inputs
and learning about the promotion of equal opportunities in vocational
training and the improvement of the quality of female labour supply.
These inputs and experiences are intended to be incorporated to the
permanent programmes of the institution.
The creation of an interinstitutional area where the
Technical Multidisciplinary Teams, the Training Centres, the local Councils
and the local actors participate under the co-ordination and supervision
of the DINAE through the Co-ordination Unit is one of the main strategies
of the Programme. In this way of public and private management, the
state delegates competencies but keeps its responsibility regarding
quality and coverage of the services.
Call for Technical Multidisciplinary Teams
The purpose of this call is the presentation of proposals
for the implementation and execution of the Programme. The criteria
for the selection are based on quality and prices and will enable the
hiring of the Multidisciplinary Team.
The Multidisciplinary Team must present one proposal
for each Department (Cerro Largo, Montevideo, Río Negro and Rocha).
The team can choose whether to work only on one or more departments.
In the case of Montevideo the team must present one proposal per region
(east and west) and it can select both regions or only one of them.
If the team chooses to present more than one proposal, each of them
must contain all the required information because they will be evaluated
separately.

Participation of the Technical Multidisciplinary
Groups in the Programme
The Programme grants the participation and articulation
of different actors and institutions with specific responsibilities
and spheres of activities.
The contribution of the Technical Multidisciplinary Teams is placed
within the diversity of practices, strategies and actors of the programme.
In this sense the specific role of these Teams is related to their technical
quality and their experience in the field of gender.
The role of the Technical Multidisciplinary Teams is:
- To accompany the whole process of the Programme
- To design the strategy to involve other actors at the national o local
level as well as the public or private sphere
- To co-ordinate and articulate with the local Councils and actors to
inform about the programme and to elaborate a diagnosis, the guidance
and the entry into working life of the participants.
- To elaborate the prospective diagnosis of required competences and
tasks for the participants in order to enable the Vocational Training
Centres to design the contents of the training courses as well as the
graduate profiles.
- To advise the Co-ordination Unit in the call and selection of the
Vocational Training Centres.
- To develop complementary activities to the training to guide beneficiaries
in the creation of their personal occupational projects.
- To guide beneficiaries in order to stregthen their role as active
subjects in their learning process.
- To achieve the entry into working life of 30% of the participants
as well as the improvement of the employability of 50% of them
- To promote the appropiation by the different actors involved in the
Programme of the gender perspectives as well as the issues related to
employability and labour guidance.
- To apply the evaluation and follow up methodologies created by the
Co-ordination Unit.
