Summary
The texts which make up this publication are the result of the Seminar
on Governability and Gender (Brasilia, December 2002). They show the
trajectory of the institutional construction of gender in the case of
Brazil. The document "Public policies on gender: a model to be
set up. The case of Brazil" by Sonia Montaño systematizes
the experience of strengthening the national mechanism for the advance
of women in Brazil, and identifies some problematic points in the process
and presents the main current challenges with respect to the objective
of consolidating democratic governability with gender equity.
The document "The Feminist Movement and Gender Policies in Brazil"
by Jacqueline Pitanguy, sets out some considerations related to the
women's movement in Brazil, and their expression in the sphere of the
State, especially in the period 1985-1989 when the National Council
for Women's Rights was created. This was the first Brazilian experience
of federal public policy for the empowerment of women. This document
also focuses on some of the characteristics of the agenda of the women's
movement in the 1990s, years that were very influenced by the internationalization
of social movements and by continuous changes in the role of the National
Council for Women's Rights, and outlines the main challenges to be confronted
by the Special Secretariat of Policies for Women and by the new government
in the context of the consolidation of democratic institutions.
Lastly, the document "Federal management and the question of gender.
Perspectives of institutionalization" by Thereza Lobo, deals with
the opportunities and risks of the institutional framework in Brazil
with respect to the federal management of the gender perspective. It
gives some inputs for reflection that have to do with the coordination
between the State and civil society which can have repercussions for
equal opportunities for women. It also identifies the points for discussion
and negotiation in the definition of an agenda for establishing the
management of gender as a habitual and institutionalized government
activity in the day to day operation of government agencies.
