Introduction
Gender equality is fundamental to achieving the ILO Decent Work Agenda
which includes creating opportunities for women and men to obtain decent
and productive work in conditions of freedom, equity, security and human
dignity. The ILO technical cooperation programme, therefore, promotes
gender mainstreaming in all technical cooperation activities as well
as in agreements signed with multi-bilateral donors.
The ILO technical cooperation programme is largely funded through voluntary
contributions from external donors. Most of these donors have specific
gender equality policies and criteria to be taken into account in the
planning, design and delivery of funding agreements with UN Agencies,
including the ILO.
This publication gives an overview of selected ILO multi-bilateral
donors approach to gender equality in a development framework.
The publication presents the donors priorities for promoting gender
equality and the strategies adopted in this respect. Furthermore, the
publication contains references to further information on the individual
donors gender equality policies and lists relevant literature
and contact details.
The publication complements the ILOs more general Donor Profiles,
which contain detailed background information on individual donors.
These profiles can be accessed on the Department of Partnerships and
Development Cooperations (PARDEV) web-page.
The following pages describe a number of multi-bilateral donors with
whom the ILO has maintained ongoing collaboration for several years.
The ILO also receives funding from other donors, including development
banks, the UN system and non-state actors. Some of these partners have
progressive gender equality policies. More information on these donors
can be obtained from PARDEV.
Knowing donors gender policies may be useful when deciding which
specific equality issues to highlight in project proposals that are
to be submitted to specific donors. This is in line with the ILOs
own strategy of ensuring that gender is mainstreamed into all technical
cooperation activities promoting Decent Work. Moreover, being aware
of donors gender policies and criteria can help expose unexplored
links to sources of funding both locally and centrally.
The present publication is a revised and updated version of A Compendium
of ILO Multi-bilateral Donors Policies related to Promoting Gender
Equality in the World of Work which was published by the ILO in 2005.
The following donor profiles have been compiled by the Bureau for Gender
Equality in collaboration with the Department of Partnerships and Development
Cooperation.
