Nowadays, the issue of social dialogue plays a key role
of a vast interdisciplinary debate. There is general agreement about
using this term in the understanding that it covers all the relationships
between actors of the labour world that do not imply conflict: consultation,
negotiation, agreement, participation, etc. Due to the relatively vague
or polysemous aspect of the concept, a contextual, historical and social
approach becomes very important - every time its operational use is
expected. This article continues and goes deeply into prior considerations
of the author regarding social dialogue and governance, understanding
that it expresses the main differences and tense situations involved
in the current problems of social dialogue.
This paper is framed within the project "Transboundary
competitiveness in the centre of Mercosur" of the ECOS-SUD Programme
of Scientific Research between Uruguay and France 2004-2006.
