This handbook was specially prepared for the educational courses of the National Construction and Allied Trades Union (Spanish acronym SUNCA), of Uruguay, within a training programme for shop stewards. It is also intended to serve as support and reference material for the daily activities of union representatives. It tackles a number of subjects of vital importance for unionised workers in the construction industry, such as labour legislation, social security, basic economics and economics in the building sector, safety and health at work, etc.

The problem of youth employment is an outstanding account and a challenge both for developed and developing countries. There is an exceedingly high number of young men and women that remain unemployed for long periods of time, or have to work in precarious conditions or on short-term contracts. On the other hand, the fact that young people should be the worst hit by unemployment, underemployment and uncertain working conditions, and that on top of that most of them should come from low-income families, creates a vicious circle of poverty that passes down from one generation to the next, counteracting traditional evening out mechanisms.  In the case of young people it is particularly important to see to the integrating concept of decent work, promoted by the International Labour Organisation. This concept underscores not only the shortage of existing jobs, but also their defective quality. In that respect, the present Guide has been devised to help trade unions orient their activities with young men and women not only towards their employment, but also their labour organisation.

This manual is intended as a tool for conceptual development in the discussion of workers’ training on the basis of competencies and its different aspects, both regarding the training itself and the management of work. It is intended to be an instrument for analysis and debate, to promote reflection of the role of working men and women, and in particular of the organisations representing them.   The text has been designed trying to offer readers a diversity of concepts, for a better grasp of the competencies’ models enabling them to devise more adequate strategies for upgrading qualifications, employability and the quality of life in general.

It can also be useful for employers, managers and those responsible for safety and health in construction, and is particularly appropriate for training courses. It serves as a complement to the ILO code of practice "Safety and health in construction".
