Every worker has the right to prepare him or herself to conquer a space as an employee, freelance worker or to start his or her own business. PNQ is an instrument of the Federal Government of Brazil to qualify socially and professionally the men and women who work in the country.

Despite the fact that only economic growth with social justice generates the jobs and the income that the Brazilian population needs, qualification contributes to obtain better job posts, guaranteeing the rights of workers and improving income levels, which is what ILO calls "decent work".

The Pluriannual Plan 2004-2007 (PPA) intends to create a new development cycle for the country. The three main objectives of PPA are:

- promoting social inclusion and reducing social inequality;
- promoting the generation of jobs, employment, income and sustainable growth and;
- promoting and extending the access to citizenship and strengthening democracy.

The priorities of the Ministry of Labour and Employment aim at an active participation in the policies of development and the construction of a Public System of Employment. The Ministry's Secretary of Public Policies on Employment (SPPE) is mainly engaged in active policies of employment and income by constantly formulating and adapting ideas and programmes in such a way that they are integrated with other areas of the government, states and municipalities and the members of the civil society. The aim is to have these policies rapidly disseminated in order to reach the people who are more in need of them.

It is the responsibility of the Qualification Department (DEQ) and SPPE to design, articulate and implement public policies of qualification that include training and/or upgrading, certification and vocational guidance activities. DEQ coordinates the Social and Vocational Qualification Programme. PNQ is part of that programme.

What is PNQ?

PNQ offers courses in different areas for rural and city workers to help them grow socially and professionally and acquire better tools to face the new challenges of the world of work. Its objectives are:

* developing new knowledge;
* broadening the chances of finding a job;
* increasing the chances of staying in the labour market;
* increasing productivity, improving performance and satisfaction;
* contributing to the intellectual, technical, cultural and citizenship training of people and
* preparing for freelance work and for setting up a business.

Every labour and income policy needs to take qualification into account. It does not matter if they are urban or rural, public or private or if they create wage relationships, individual or joint enterprises. This is a kind of basic vocational education that needs to be articulated with the education of youth and adults, rural education and vocational education of technical and technological level.

Who can participate in PNQ?

Any worker can participate.
Low income workers and workers with incomplete schooling will have the priority together with people who suffer from social discrimination and have more difficulties to access the labour market, for example: the unemployed, black people, African and Indian descendants, women heads of families, people older than 40, people with special needs, rural workers, family farmers, workers of activities conditioned for legal, weather or economic cycle restrictions, freelance workers, workers belonging to cooperatives or associations, domestic workers, ex-convicts and employees of enterprises affected by the processes of modernisation.
