SENA. Support to enterprise and worker
competitiveness
Four new studies on Colombian economic sectors are launched
- They are diagnoses about the competitiveness of sectors such as
fishing, agriculture, occupational health and professional risks,
forestry chain, furniture and wood.
- It shows the current reality and prospective of the economic, technological,
occupational, educational and labour fields of four activities of
the Colombian economy.
- They were made by Sectoral Working Groups of SENA integrated by
entrepreneurs, trade unions and workers.
Bogotá, D.C., 7 March 2006 - These four new studies of characterisation
are a tool for Colombian managers in their decision making and design
of training actions for human talent in their enterprises.
In addition, training institutions and training departments of enterprises
have the necessary information to establish the Labour Competency Standards
required for the design of programmes that meet the training needs of
national workers.
These diagnoses and sectoral prospective studies show, among other
things, the characteristics and trends of the sectors, subsectors, productive
chains and clusters of wood and furniture, fishing, occupational health
and professional risks, as well as the main environments surrounding
national enterprises, in the economic, technological, organisational,
occupational and educational aspects.
What studies show
The economic environment shows the volumes of production, exports,
the importance of a certain sector in national economy and its participation
in the GDP (both national and regional), directly and indirectly generated
employment, market trends, products and services offered by the enterprises
of the sector and the commercial agreements signed up to now, among
other things.
In the technological area, productive processes and technologies used
by enterprises are described, together with the main supply and raw
materials providers, the quality systems adopted by enterprises and
those that should be implemented (for products to become competitive),
the evolution and technological perspectives of the sector.
In the organisational field, the following elements are identified:
types and sizes of enterprises of the sector, structure, management
systems used, relationship with clients and suppliers, entities that
regulate the activity, trade union organisations linked to it and the
legal framework regulating the sector, subsector or economic activity.
The occupational environment shows the existing occupations, the distribution
of personnel according to occupations, levels and Labour Competency
Standards, profiles and functions of human resources.
The educational field establishes workers' qualification level, the
available programmes of human resources training in the sector, educational
and training institutions, composition of the student population and
research projects developed in the sector.
These studies were carried out by three of the 59 Sectoral Working Groups
set by SENA up to now: Sectoral Working Group of the Forestry Chain,
Wood and Furniture; Sectoral Working Group on Fishing; Sectoral Working
Group on Agriculture and Sectoral Working Group on Health.
The Working Groups, created and directed by SENA, are spaces provided
for entrepreneurs, trade unions, workers, governmental entities, educational
institutions, centres of Research and Technological Development to define
the competencies that workers need to have - and prove - in order to
be competitive in a certain occupation or job post.
