The connection between capacity development and growth of productivity is a subject that is receiving increasing recognition within the analysis of country competitiveness. Not only at the world level, but also regionally and sub-regionally, the effect of training and the educational level of workers can be noticed in the competitiveness of economies.

Recent ILO research has shown up the multiple facets of productivity, employment and poverty (World Employment Report 2007, 2005, 2002, as well as the Changing World of Work 2006). Such analyses have provided new ideas on how productivity and employment growth are linked both in the short term and the long term. Likewise they have made possible a perspective for public policies and social dialogue that includes the objective of maintaining harmonious growth of productivity and employment.

Because of their contribution to the development of skills and competencies, vocational training institutions are a source of comparative advantage to promote growth in productivity and to reflect said growth in more and better jobs. Other critical factors include the social dialogue, macroeconomic policies to increase growth opportunities that help to overcome poverty, a sustainable business environment and investments in basic education, health and physical infrastructure. Better access to relevant vocational training places more workers in a position to take part in the benefits of technological progress and economic growth and is an important policy instrument to ensure a fair and efficient process of adjustment to technological change.
